Added v1.36 Comms Shadow to release-comms group.

Also Add v1.36 Comms shadows on release-team@kubernetes.io and release-team-shadows@kubernetes.io

@chadmcrowell Could you please add the new shadow emails to the list in alphabetical order, alongside the existing members? That'll help keep the file consistent and easy to maintain.

I need to remind myself on the process as well, but I think we also need to get these lists updated
